"Managers hear 'Slow down and spend money', is what managers hear when you say to the word 'control'. Spoken by a business analyst to a young audit manager. Same as Red Tape in government or business processes. Yes, some of these processes are potentially tied to risk, but there is little conversation on acceptable risk appetite.
You ask, “Can anyone tell me what harms will be averted by taking 15 years to replace a dam that was originally built in under two?” Yes, I can. The harms to the pocketbooks of union reps and to the Democratic Party who automatically receive contributions from rank and file union members through union dues and to the hordes of civil servants employed to do fuck all and get paid over that longer time span.
Work on several train stations I use has been ongoing for close to a decade now with no end in sight. Others are completed much more quickly. I have no idea of the reasons for the differences.
Talking of which, on the TV last night (NHK? I forget) they had a program about how they replace the tracks and platforms on the Yamanote line at Shibuya bit by bit in the ~4 hours they have between last train at night and first in the morning. FASCINATING.
I think its the same program series that has also showed how they knock down buildings, how they rebuild expressways and so on. Well worth watching.
It has been a long time since I have watched TV, but that show or similar was among the few I did watch. I had seen a little on the major work they did in Shibuya several years before the panic, either elevated or sunk the track, the latter I think. Just a little on the news and I thought they should do a whole program on it.
Amazing that they can do that but not understand that masking is dangerous to health, isn’t it?
